However, few studies of child welfare interventions quantify the extent and impact of institutional racism, racist harassment and racial abuse on the lives of parents and children who turn to or are referred to child welfare services. The quantitative research on discrimination, racism and racial abuse is to be found in the general population studies of employment, education, health and exposure to crime, summarised in the reports and research reviews of Barter (1999), British Crime Survey (2000), Cabinet Office Strategy Unit (2003), Commission for Racial Equality (1998) Modood et al.

The authors report that there are examples of mainstream programmes adapted or translated for use with minority ethnic parents (culturally sensitive programmes) and some designed specifically to fit with different cultural approaches to parenting (culturally specific programmes). None has yet been evaluated in terms of welfare outcomes though accounts of parental satisfaction are beginning to appear, as with Hylton’s (1997) account of the group-based Moyenda project referred to earlier. The report concludes that there are many problems with research methodology which require caution when interpreting results of these studies.

Other sources providing data of a mainly descriptive nature include Social Services Inspectorate reports and the SSI/Audit Commission’s joint reviews; the National Statistics/Department of Health Children Looked After by Local Authorities and other series (since 2004 produced by the Department for Education and Skills) and Census, Labour Force and General Household survey data.
