Schumpeter discusses parties, but his focus is on politicians. In An Economic Theory of Democracy (1957), Anthony Downs brings parties to the forefront. Democracy, he says, consists of competition between Whose Parties? 21 parties. ” Downs’s party teams have no policy preferences of their own. In competing for office, they promise and enact whatever policies maximize their chances of winning elections. The party teams were so cohesive that Downs seldom had occasion to discuss individual politicians separately from the party to which they belonged.

When they succeed, they do not hesitate to use the powers of a majority coalition against politicians in the former majority. Thus develops a system of regular party competition. Why, then, do parties form? On this account, they form because any bare majority of politicians can get a better deal for its constituents by forming a “minimum winning coalition” and keeping it together over all issues. Without the long coalition, these politicians would be subject to the uncertainty of shifting majorities; as part of a long coalition, they win on every vote.
